How to report animal cruelty

Report any act of cruelty or neglect you see to the humane investigator at your local humane society, animal control department or SPCA, and demand it be investigated.

Contact your local law enforcement and public prosecutor and provide them with your evidence. Ask them to uphold the laws of your state by investigating and prosecuting crimes that occur within their jurisdiction. Depending on where you live, different attorneys are responsible for prosecuting animal cruelty cases (Example: City Attorney, County Attorney, District Attorney or State Attorney.) Please check with your local government office or contact Animal Legal Defense Fund (ALFD) to determine which prosecuting office is the appropriate one to contact in your jurisdiction.

In situations that involve unsanitary conditions, contact your health department.
If the your local law enforcement and/or humane rescue agencies are unwilling to proceed or respond to an animal cruelty complaint, contact your state attorney and ask them to intervene.

Do not accept the “boys will be boys” or “kids will be kids” or even “kids are just curious” excuses from prosecutors who refuse to charge juveniles with animal cruelty. Talk to your elected officials (mayor, town council, etc.) and ask them for help. Contact the media and ask that they do a story about the situation; write letters to the editor; call local talk radio shows; organize other members of the community to contact the prosecutor’s office. They do not like bad publicity and will have to do their job and enforce the law.

Use the power of the Internet to organize specific actions and contact key law enforcement officials and legislators. Urge your state officials such as congressman, representatives and law enforcement to enforce animal cruelty laws because animal cruelty/neglect is a crime and anyone who is guilty of committing animal cruelty/neglect must be held responsible and punished to the full extent of the law. Please contact your state officials and ask to create more effective and serious animal cruelty laws and penalties. Animal cruelty is a crime and it must be seen and enforced as such.

Contact them about any cruelty case. They can contact the prosecutor, offer their assistance and urge strong prosecution. These animals deserve justice.

It is a sad fact that many people actually believe that animal cruelty is not a very serious crime to be concerned about or even prosecute. A life is a life. If an animal is being abused and/or neglected, it is no different than if a child was the one being abused or neglected. If an animal is killed, that is murder. Animal cruelty is a very real and serious crime that must be seen as such. Animal cruelty laws and penalties must be more firm because a fine and a few months of counseling is not punishment for torturing and/or killing an innocent life.

Please encourage your state officials, law makers and law enforcement to create more serious penalties for animal cruelty crimes because these animals deserve rights and laws that will protect them from anyone who would harm them in any form.
