SPIRIT LAKE - Two amendments were made to the vicious animal ordinance at the Spirit Lake City Council meeting Tuesday evening. The first states that a dangerous dog must have an identifying microchip inserted beneath the skin. The second amendment states that the dog must be spayed or neutered and proof of the sterilization must be presented to the city.

The council was given information on dog attack deaths and maimings. The information lists nearly 100 breeds with the number of attacks that caused bodily harm - whether injury or death - to other dogs, children and adults.

Councilmember Clyde Ihrke said he would like to see more information and research before making a decision on the ordinance. The item was tabled.

The council heard an update from Alliant Energy who currently serves Spirit Lake. Alliant Energy employs 27 people with a $1.5 million payroll.

From 2000-2007, the Alliant Energy Foundation Support has contributed a total of $35,502, which is divided between corporate contributions and foundation grants.

Alliant has participated in the Spirit Lake and Dickinson County tree planting programs for 17 years, which includes planting over 900 trees. Alliant has also contributed $14,234 to the economic development of Spirit Lake from 2000-2007.

In other business, the council:

nGranted a class C liquor license for Remington's Restaurant and a special class C liquor license for Rio Pizzeria.

nAwarded the contract and bid for the 2008 PCC Paving Project to Diamond Concrete Construction, Inc.

Carried the ordinance for providing the vacation and sale of excess city property at Parcel K, section 8, township 99N, route 36 west.

Adopted the resolution approving the employee insurance program for the 2009 fiscal year.

Approved the resolution granting audit services to Winther, Stave & Co.

Approved the financial recommendations for the 2009 fiscal year provided by City Administrator Mark Stevens
